University of Applied Sciences - Hamburg, Germany:
Professors Ronald Boldt and Jörg Raasch performed an analysis of mobile capturing devices at the usability lab at the department of computer sciences at the University of Applied Sciences, Hamburg. The digital pen and paper, PDA, tablet PC, and keyboard were all tested for speed, accuracy and ergonomics in entering data. The test persons consisted of persons with backgrounds in either technology or healthcare.
The overall results of the study prove the digital pen is the fastest and most accurate mobile capturing device available.
Interestingly, even the technology group found the digital pen to be faster than other devices.
The digital pen was the fastest overall, and nearly 3 times faster than tablet PCs, or PDA's.
The digital pen was also the most accurate form of mobile data entry.
The only disadvantage of the digital pen was the one-way communication from the pen to the connected system. However, our partner, Velosum® has bridged this issue by using a cell phone to provide two way communications with the sender.

. Citation Photo Support Increases Revenues by Reducing Appeals
Are more than 10% of your citations dismissed or reduced?
Do unsupported citations result in excessive appeals and lost revenue?
Are staff burdened by adjudicating citations unnecessarily?
Do parking officers spend more time defending citations than issuing new ones?
You are not alone! Almost all parking organizations accept that a significant percentage of all parking citations will be reduced or dismissed, resulting in lost revenue to the operation budget.
Until now!
This citation management platform significantly reduces appeals by allowing parking officers to digitally write a citation, take multiple pictures of the infraction, tag its GPS location, and then securely transmit it via the cellular network to the Internet. Photo support offers irrefutable proof and validates the infraction thereby protecting parking revenue. You can argue with staff but you can not argue with a picture of your vehicle parked in front of a fire hydrant!
The cited motorist is directed to the organizations secure web-site where they can view their citation with its associated photo documentation. Once reviewed most motorists realize they are caught “red-handed” and pay the ticket immediately. Should the motorist persist, an on-line appeal may be completed which is reviewed and resolved by staff on-line. Decisions can be made fairly and quickly without motorist drama.
In a yearlong case study of a city that issued 18,000 citations electronic appeals represented less than 10% of all issued citations. Less than 1% of all tickets were dismissed and less than 2.3% were reduced in some way. Photo documentation also minimized the overall reduction amounts and on-line appeals expedited the citation process allowing staff to focus on other more pressing priorities. Revenue increased 41% year over year creating an unexpected but much appreciated budget overage of $160K for the first 7 months of the year.
Bringing Parking Back to the Basics
Parking management has become a difficult and complex business. Although technology has solved some problems it has created many others. The dominant technology, hand-held issuance systems, are costly to operate and on-going training, maintenance, repair, citation downloading gone awry, and poor ergonomic designs have kept these devices from delivering the performance promised.
How do you get the promises of a handheld with ease and use of pen and paper?
This is a complete citation solution that utilizes Anoto digital pen and paper technology to achieve the simplicity of handwritten citations with the sophistication of digital data capture and transfer. Simply write a citation, check the “Send Box”, and it will be apparent how Velosum has engineered time-saving and revenue-protecting technology into the citation as it is beamed, via Bluetooth, to the officer’s cell phone where photo support and GPS tagging are added. In real-time it is securely delivered to a web portal where a cited motorist can view their citation and its photo support. Motorists often see that they were caught “red-handed” and pay immediately on-line.
PatrolNET, powered by Velosum® vCitePlus®, includes on its standard offering; photo documentation, GPS tagging, bi-directional SCOFF notifications for flagrant boot and tow offenses, citation validation to eliminate officer errors, on-line appeals and adjudication, settlement, collection notification, reporting, and on-line motorist payment.
